Massachusetts Gambling Age:What You Can Do at 18 and 21

Match the exact activity and channel before using a number. The legal minimum may control a gaming area, wager, ticket purchase, online account or charitable function—not an entire property or every product with the same label.

MASSACHUSETTS AGE RULES

What is the legal gambling age in Massachusetts?

Massachusetts has gambling ages by activity. You must be 21 to enter a commercial casino gaming area, place a licensed sports wager, participate in a regulated fantasy contest, or use Mass Lottery Online. Retail Lottery tickets, Lottery pull tabs, beano/bingo, regulated casino-night functions, and pari-mutuel horse wagering start at 18. Standalone raffles have no verified statewide purchaser age. The exact action and channel matter: gaming-area rules do not cover an entire resort, retail Lottery 18+ does not apply online, and an app’s age label does not create Massachusetts authorization.

Activity or channel Current answer What the age controls Result at 18–20 Additional gate Controlling check
Commercial casino gaming area / First Light gaming floor 21 plus. Chapter 23K controls MGC commercial gaming areas; First Light separately publishes 21+ for its gaming floor. For commercial casinos, entering/remaining in the gaming area and wagering. For First Light, entry to its gaming floor under its first-party policy. No patron gaming-area/floor entry or wager. Chapter 23K has a narrow licensed-employee age-18-on-duty exception; do not transfer it to First Light or patron play. The rule is area/floor-specific, not proof that every hotel, restaurant, event or other amenity is 21+. First Light requires valid ID; another property may apply a stricter access policy. M.G.L. c.23K §25 for commercial gaming areas; First Light.
Retail sportsbook, wagering area or kiosk 21 plus. Placing an in-person sports wager and using a regulated wagering area, facility or kiosk. No patron retail wager, patron kiosk use or patron access to the regulated sports-wagering area. An employee age 18+ may perform otherwise-covered area/facility or kiosk-bet acts solely as employee duties under 205 CMR 250.01(1); this does not permit a patron wager or the employee’s own wager through the employer’s facility. A sportsbook inside a casino, track or mixed-use property does not make every other product or non-wagering space subject to this row. Use only your own identification. M.G.L. c.23N §13 and 205 CMR 250.00.
Mobile sports wager and Sports Wagering Account 21 plus. Creating/using the regulated account and placing a mobile sports wager. No patron account or mobile wager. An employee age 18+ may hold an otherwise-covered account solely for employee duties under 205 CMR 250.01(1); this does not permit a patron wager or the employee’s own wager through the employer’s platform. Do not use another person’s account, identity or device to bypass the rule. The wager must be initiated and received in Massachusetts. Age/identity verification, account ownership and geolocation still apply; age alone does not guarantee approval. M.G.L. c.23N §13 and 205 CMR 248.00 (PDF).
Regulated fantasy contest 21 plus. Participation through a fantasy-contest operator within the effective 940 CMR 34 regulated scope. No regulated fantasy-contest participation. Do not extend the result to every free/private league outside the regulated definition. A July 2026 update was a draft on the snapshot, not final replacement law. effective 940 CMR 34.00; the updated text was proposed.
Massachusetts Lottery retail ticket, Keno or instant game 18 plus. to purchase for yourself at retail. Retail ticket sale/purchase. A purchaser 18+ may buy a ticket as a gift for a person under 18. May purchase at retail for yourself, subject to product/retailer/claim rules. The adult-gift exception does not let a person under 18 self-purchase. Retail 18+ does not create online access. A Keno location may have a separate 21+ alcohol, casino-floor or venue rule. Minor-prize handling is a separate claim question. M.G.L. c.10 §29; §34 only for minor-prize handling.
Mass Lottery Online 21 plus. Official online access, registration/play and covered online Lottery transactions. May still use eligible retail Lottery products at 18, but may not create/use the official online-play lane. Mass Lottery Online is live, not upcoming. Covered online transactions require Massachusetts physical location and age verification. The online rule does not raise the retail age or create private iCasino authorization. M.G.L. c.10 §24 and the July 27 launch record.
Massachusetts Lottery pull tab 18 plus. to purchase. Purchase of an authorized Massachusetts Lottery pull tab. May purchase the authorized Lottery product at 18. This first-party product rule does not establish the legality or minimum age of private, unissued or differently regulated pull tabs. Massachusetts Lottery Pull Tabs.
Beano or bingo 18 plus. for the regulated game area/action. Participation and presence in the portion of premises used for beano while the game is conducted. May participate under the age rule, subject to the event’s valid authorization and rules. The statute excludes a person under 18 from the game portion; it does not prove a whole-building ban or a standalone-raffle minimum. M.G.L. c.10 §38.
Regulated casino-night or bazaar Function 18 plus. for the regulated Function area. Entry to the portion of premises used for a “Function” under 961 CMR 4, including the regulated casino-night/bazaar context. May enter/participate under the age rule if the organization, permit, event and game are otherwise valid. A charitable casino night is not a Chapter 23K commercial casino. The Function-area rule does not set a number for every standalone raffle. 961 CMR 4.00 (PDF).
Standalone charitable raffle Check the event or issuing rules. No universal statewide purchaser age was verified in the controlling records checked. The statewide statute/guidance governs eligible organizations and the raffle framework but supplies no one purchaser-age number. Do not infer permission or prohibition from age 18 alone; check the exact organizer, event, permit/issuing authority and terms before buying or claiming. An event may impose a restriction. This negative finding is not an event-license approval or individualized legal conclusion. M.G.L. c.271 §7A and AGO raffle guidance.
Pari-mutuel horse wager, simulcast or wagering account 18 plus. Participation in pari-mutuel wagering and application for a covered wagering account. May wager/use a qualifying account at 18 if the separate identity, account and operator/event gates pass. Horse wagering is not a sportsbook wager. The wagering prohibition does not prove that every minor is barred from the entire track/property. M.G.L. c.128A §10, the statutory minor definition and 205 CMR 6.00.
Private real-money online casino or online poker app No Massachusetts-licensed private lane. No numeric Massachusetts online-casino age applies because the current state framework/roster contains no licensed private real-money iCasino or online-poker lane. An app’s 18+ or 21+ term does not create permission, a Massachusetts license or state consumer protections. Do not treat app availability, another-state/foreign licensure, an offshore site, social play or a sweepstakes label as Massachusetts authorization. Use the dedicated status owner. Combined c.4 §7, c.23K and current MGC roster; no single source alone proves the conclusion.

If the activity is not an exact match, identify the product, channel and controlled action before relying on a number. Do not choose the nearest-looking row.

Do not overread the number

Four limits the age number cannot answer

Premium Massachusetts property plan separating a gaming area from non-gaming resort spaces

Gaming area is not the whole property

Chapter 23K controls a commercial gaming area, and First Light publishes a rule for its gaming floor. Neither statement proves that every hotel room, restaurant, show, event or other amenity has the same access rule. Alcohol is a separate 21+ decision. Check the exact destination without using a stricter property policy to lower a gaming minimum.

Premium Massachusetts verification scene separating age from identity, account and approval checks

Age is not accepted ID or approval

A property, account, retailer, event or claim can require identity, location, account-owner, eligibility or document checks in addition to age. A document accepted for one sportsbook account, casino floor or Lottery claim is not a statewide list for every transaction. Use only your own identification and account; the page cannot guarantee admission, registration or payment.

Premium Massachusetts authorization registry separating an age label from a verified state lane

An age label is not Massachusetts authorization

A private app, offshore site, sweepstakes model, social product or other-state license can display 18+ or 21+ without becoming a Massachusetts-authorized gambling route. Verify the exact product and Massachusetts authority before funding an account or sending identity documents. The navigator supplies no alternative-site recommendation or platform-specific legal verdict.

Premium Massachusetts timeline separating an effective rule from pending proposals

A proposal is not the current rule

A bill title, hearing, draft regulation or announced policy does not change eligibility until the controlling measure is adopted and effective. The current page uses effective law plus the July 27 Lottery launch. Recheck on implementation day; if a measure changed an age or channel, stop release and update answer, table, sources, schema, owner map and dates together.
