Where should an Illinois gambling complaint go?

Start an Illinois gambling complaint by identifying the product and preserving the ticket, wager, account, transaction, venue and prior response. For an ordinary casino, VGT or sportsbook dispute, contact the licensed business first when safe, then use the correct regulator route; suspected Illinois Gambling, Video Gaming or Sports Wagering Act violations use IGB’s prohibited-conduct report. Lottery, racing and charitable gaming have separate state routes. Filing does not guarantee payment, recovery, a deadline extension or a particular investigation.

A written cashless-wagering-account dispute is special: preserve the written submission and account history because the casino control standard requires account disablement and IGB notice. If the regulated gaming issue remains unresolved, use the IGB Online Inquiry & Submission Form and attach privacy-safe copies. Suspected Act/rule misconduct uses the prohibited-conduct row below. Casino controls create records; they do not promise public adjudication or payment. Hotel, dining, parking or rewards service stays with the property unless facts support a separate fraud or rights route.
Sportsbook wager, ticket or account dispute Use the master licensee’s published complaint means. Save wager/ticket ID, event/market/selection, stake, odds, timestamp, house-rule/terms version, account statement, transaction emails, screenshots and case response. Treat house rules as non-authoritative summaries that are useful dated evidence, not controlling law. If the licensee declared a wager void, preserve the exact declaration; if a cancelled wager refund is sought, act before the original redemption period expires. For an unresolved ordinary inquiry or to ask the current method for a §1900.1170(j) Administrator review of a licensee-declared void, use IGB Online Inquiry. Suspected Act or sports-integrity misconduct uses the prohibited-conduct row. There is no dedicated live Rule 1170 intake/category. The review branch does not apply to every grading disagreement. Filing does not toll the cancellation request or the general ticket-redemption period of one year after event conclusion.
Video gaming terminal ticket or payout issue Present an ordinary ticket at the issuing licensed location and preserve ticket/device number, terminal/location, date/time, amount and employee record. If the location is unavailable, preserve the posted terminal-operator contact. For a progressive jackpot of $1,200+, preserve the original progressive voucher, winner copy of the signed three-copy form, ID/payment instructions and operator contacts. Start with the licensed location or terminal operator as the applicable rule requires; if unresolved, use IGB Online Inquiry. Suspected Act/rule misconduct uses the prohibited-conduct row. Ordinary facility-pay is different from a progressive jackpot, whose operator must make payment provisions within three days subject to required intercepts/tax. One-year closed-location record retention is not a universal redemption deadline; mail redemption is not the normal route.
Suspected IGB-regulated violation or sports integrity issue Write a factual who/what/when/where summary and preserve documents separately. Include contact details if follow-up matters. Do not paste passwords, complete payment credentials or unnecessary identity records into the allegation. Use IGB Report Prohibited Conduct or call 855-494-0237 for suspected Illinois Gambling Act, Video Gaming Act or Sports Wagering Act violations, or prohibited conduct related to a sports-event outcome. The form has no attachment field. Its confidentiality has consent/law-enforcement-referral exceptions. A report is an allegation, not proof or a guaranteed preliminary investigation, referral, remedy, payout or appeal.
Illinois Lottery support, claim denial or ticket-ownership issue For ordinary account, purchase, retailer or claim support, preserve the original ticket, claim receipt, game/draw/product, channel/store, date/time, amount, account/order/transaction IDs and written support decision; contact Lottery player support. Report suspected unauthorized account use promptly by phone. Preserve any Department determination and its receipt date. Use Illinois Lottery Contact Us, not IGB. An actual Department prize-claim denial uses the written hearing-request route: file with the Secretary within 20 days after receipt and follow the determination’s current instructions. A Lottery self-exclusion forfeiture challenge instead requires a written hearing request within 15 days after forfeiture stating why funds should not be forfeited. Notify the Department before payment for an ownership/theft claim. Chat or an AG complaint does not replace/toll formal Lottery procedure. Other notice-specific proceedings follow their own notice. A theft notice may create only an initial ten-working-day hold; only a civil action filed within that window plus Department receipt of written confirmation by close of business on day 10 continues the hold. Do not send the original ticket to the AG or promise lost-ticket recovery.
Horse-racing, OTB or ADW complaint Ask the track, OTB or ADW for its record when useful; save date, track/OTB or ADW, race, wager/ticket/transaction, amount, result/rule and response. Preserve the original pari-mutuel ticket; complaint forms must be available at licensee information windows. Use the Illinois Racing Board Complaint Form (PDF) by its stated mail/fax route. For an ADW issue that does not fit the track/OTB fields, ask IRB at IRB.Info@illinois.gov or 312-814-2600 for the current method. IRB, not IGB, owns parimutuel/racing complaints. Lost-ticket claims are not considered, and mutilated or altered tickets are not accepted. No universal operator-exhaustion or resolution guarantee was found. For an out-of-state simulcast, source-state wagering rules may control the event-result issue.
Horse-racing integrity, illegal drugs or animal-abuse report Preserve the race/location/date, people or animals involved, exact observation and any privacy-safe record. Do not confront someone or delay immediate animal/emergency help to build a file. Call the 24-hour IRB Integrity Hotline (PDF) at 312-814-5078; anonymous reports are accepted. This route is for race fixing, illegal drugs, animal abuse or other illegal racing practices. It is not the ordinary wager, payout, service or account complaint channel and does not promise an outcome.
Bingo or charitable-games complaint Save organization/business name, license if displayed, event/location/date, transaction, advertising/rules and concise facts. Use privacy-safe copies; do not add optional SSN, DOB or full payment credentials unless an official secure process specifically requires them. Use IDOR’s Report Bingo and Charitable Games Complaints Online Form; the Office of Bingo & Charitable Games contact is for questions, not a replacement intake. A filer may remain anonymous, but IDOR warns that anonymous complaints may not be investigated. This route is outside IGB and does not guarantee tax/enforcement action or individual recovery.
Suspected unlicensed gambling, sweepstakes or consumer fraud Save exact URL/app, displayed brand/legal name, Illinois access claim, offer/terms, deposit/purchase/redemption records, payment method, communications and requested outcome. Submit copies, never originals, to a route that fits the allegation. For an IGB jurisdiction question use IGB Online Inquiry; if the facts fit the stated Act/sports-integrity scope, use Report Prohibited Conduct. For fraud, deception or unfair practice use the Illinois Attorney General consumer complaint, potentially in parallel. IGB language access uses the current Online Inquiry category; Lottery language/ADA uses its published player routes; broader discrimination/accessibility uses the AG Civil Rights or Disability Rights route, not Consumer Fraud. Do not claim the IGB prohibited form expressly covers every Criminal Code sweepstakes fact. The AG is not a gaming adjudicator or private lawyer and does not guarantee recovery/toll another deadline. Do not promise chargeback, refund or redemption.
Gambling harm, crisis or immediate danger Stop the complaint task if immediate safety is the problem. A person affected by gambling, or a loved one, can seek support without first building evidence or providing personal data. NCPG describes the service as confidential, but calls may be monitored or recorded and imminent-danger information may be shared with emergency services. Call 1-800-MY-RESET or text 1-800-MY-RESET or use NCPG chat for support/referral. For crisis call 988 or text 988 or use 988 chat. For immediate danger call 911. NCPG is not a complaint, regulator, refund or emergency service. Phone calls route by area code rather than geolocation; state the actual Illinois location if local resources are needed. 988/911 do not adjudicate gambling disputes. Do not delay urgent help to contact an operator or agency.

Keep the master record private. Send only the copies and fields the chosen official route needs. A clear chronology is more useful than sending the same unfiltered archive everywhere.

    Record the product, displayed brand, licensed entity if known, exact property/location, app/site URL and the person or department already contacted. Do not guess a licensee or regulator; use the product-owner page or official roster when identity matters.

    List each event in order with date, local time, time zone and what happened. Separate observed facts, operator statements and your conclusion. Keep a copy of the version submitted.

    Save the applicable original ticket or voucher; wager, claim, order, game, draw, terminal, device, account or transaction ID; stake or amount; odds/result; payment receipt; balance/statement; and current status. Photograph originals when useful, but do not destroy, alter or mail an original unless the controlling official process requires it.

    Save the house rule, terms, offer, game rule, error message, denial, determination, closure notice or payment instruction that was displayed, cited or applied on the event date. Preserve the URL/version/date; a later page may differ. A sportsbook house rule is a non-authoritative summary, but its dated wording remains useful evidence.

    Keep case numbers, chat/email transcripts, call dates, staff names, escalation request and written outcome. If no written response exists, record that fact without inventing one. Operator contact is evidence building, not a universal filing prerequisite.

    Send the minimum necessary copies and one concise requested result. Remove passwords, recovery codes, CVV, full card/bank numbers, crypto keys, unnecessary SSN/DOB and unrelated identity documents. Never publish the packet. Preserve originals and all product, administrative, issuer and legal deadlines separately.

Know what a filing changes

What filing does—and does not—change

Business first is a record step, not a universal bar

For an ordinary casino, sportsbook, VGT, Lottery, track/OTB or ADW service dispute, a written business response can identify the issue and preserve evidence. No universal Illinois exhaustion rule was found. Use the correct suspected-violation, integrity, rights or urgent-help route without delaying when those facts apply.

Privacy and anonymity depend on the route

IGB Report Prohibited Conduct states confidentiality with consent and law-enforcement-referral exceptions, but its form has no attachment field and missing contact details prevent follow-up. IGB Online Inquiry requires first/last name, email and phone and publishes no equivalent confidentiality promise. IDOR allows anonymous filing but warns it may not investigate; an Attorney General complaint may be forwarded in the consumer process. NCPG calls may be monitored or recorded. Never promise blanket confidentiality.

A complaint does not pause another deadline

Preserve the sportsbook cancellation/ticket period, the 20-day Lottery prize-claim-denial request, the separate 15-day Lottery self-exclusion-forfeiture request, the conditional ticket-ownership hold, payment-provider deadlines and any administrative or court date. A support chat, IGB inquiry, prohibited report or Attorney General complaint does not automatically toll them. This page does not calculate a user-specific deadline.

Intake is not a remedy

An agency may review, ask for information, mediate, investigate, refer, decline or take public action within its authority. Filing is not proof, a private-lawyer relationship, a guaranteed hearing, payment, refund, redemption, chargeback, recovery, discipline or response time. Keep the submission confirmation and continue only through truthful official processes.
