Illinois Sports Betting 2026: Legal Online and Retail Guide

Illinois Sports Bet Verifier
Use Gates 1–5 to decide whether the proposed wager has current evidence to proceed. Gate 6 prepares the settlement record and action route if a wager is accepted. A failed placement gate is not cured by a bonus, an app download, a license from another state or acceptance by an unlisted site.

1Current operator
Pass when: The exact online product or the master-license/retail relationship supporting the physical sports-wagering facility appears in the current IGB Authorized Operating Sportsbooks table for the channel being used.
Recheck: Open the dated IGB operating roster immediately before funding. Its fourteen operational retail rows do not count every authorized physical betting point. A satellite or inter-track sports-wagering location requires current facility-specific confirmation under a listed master licensee. A brand, app-store listing, casino name, applicant record, license in another state or national website does not replace the required relationship.
If not: Do not fund or place the wager. An unlisted product or unverified physical facility is not proven Illinois-authorized. An IGB sportsbook row proves sports-wagering access only; it does not authorize online casino play, pari-mutuel horse wagering, VGTs, fantasy contests, offshore or social sportsbooks, or every prediction/exchange product.

2Eligible bettor
Pass when: The bettor is at least 21, uses only the bettor’s own unique non-transferable online account, is not enrolled in self-exclusion and is not otherwise prohibited for that operator or event.
Recheck: Participants, officials, coaches, medical or training personnel, team workers, covered licensee employees and people with relevant nonpublic information can face additional restrictions. Proxy wagering for a prohibited person is prohibited.
If not: Do not place or redeem the wager. Do not share or transfer an online account, and do not place or redeem a wager on behalf of a prohibited person. Follow the issuing sportsbook’s current ticket rules.

3Illinois placement
Pass when: An online bettor is physically inside Illinois when the wager is placed, or a retail wager is placed at an authorized Illinois counter, window, kiosk or separately verified inter-track sports-wagering location under a master-license relationship on the current IGB roster. Illinois residency is not required.
Recheck: Remote multi-source identity verification is allowed, but the online system must geolocate at login or before the first wager and recheck later. It must block detected circumvention.
If not: Do not place the wager. Registration outside a retail venue, an Illinois mailing address, an open app, a racetrack or an OTB label does not by itself prove the physical sports-wagering facility is authorized.

4Allowed event and wager
Pass when: The event and wager are not barred by statute or Rule 1900.1120, are not covered by a current IGB prohibition, and are offered under the operator’s current house rules.
Recheck: The former Illinois-college retail exception expired July 1, 2024. Check the live IGB Rule 1130/1140 page and the operator’s house rules; legal availability does not require every operator to offer the market.
If not: Do not place a prohibited wager. If the operator merely does not offer an otherwise lawful market, do not describe that absence as a statewide ban.

5Permitted funding and record
Pass when: An online account uses a method currently allowed by Rule 1900.1220(d), or a retail sportsbook accepts the U.S.-currency source under its current house rules, and the bettor can retain the wager or ticket record. Credit cards are not a permitted account-funding method under the current exhaustive online-account list.
Recheck: Current online-account methods include the patron’s debit card, qualifying in-person cash or casino-value instruments, a verified non-transferable reloadable prepaid card, ACH, a licensed money transmitter, promotional amounts, and rule-authorized adjustments or refunds. Retail tender and redemption forms are operator-specific; check the current house rules. Operator terms can be narrower.
If not: Do not fund by an unsupported method. Before leaving a screen or retail location, retain the event, selection, wager type, amount, odds or potential payout, time and unique wager identifier.

6Settlement and correct route
Pass when: The bettor has read the current house rules for winning determination, expiration, cancellation and void treatment and knows which evidence and route fit a problem.
Recheck: Use operator support for an account, grading, transaction or payout issue; the IGB Online Inquiry route for an ordinary regulator question; Rule 1900.1170(j) for a requested review of a sportsbook-declared void; and Report Prohibited Conduct for a suspected law or event-integrity violation.
If not: Preserve the record before contacting anyone. Do not use the prohibited-conduct form as the default account complaint and do not treat the Rule 1170 order archive as a submission form.

Sports Wagers Illinois Does Not Allow
These are statewide prohibition classes, not a complete list of every market an operator may decline. Current IGB orders and each operator’s house rules can be narrower.

Save the Wager Record and Use the Right Route
Preserve the evidence before a screen, account state or ticket changes. The route depends on whether the issue is ordinary operator service, a cancellation, a sportsbook-declared void or suspected unlawful/integrity conduct.
