Illinois Gambling Guide 2026:What Is Legal, Online and Regulated
Illinois is a mixed regulated market: licensed casinos, a large distributed video-gaming network, retail and online sports wagering, online Lottery purchases, horse-racing ADW and a new fantasy-contest framework are separate legal lanes.
Illinois does not license real-money online casino or online-poker sites. Exact availability still depends on the product, current license, municipality, venue, minimum age, physical location and account record.
Current IGB statewide count.
At approximately 9,000 licensed locations, subject to local status.
Only the current IGB-authorized roster qualifies.
Do not substitute offshore or sweepstakes access for state approval.

What gambling is legal in Illinois?
Illinois allows licensed casinos, distributed video gaming terminals, retail and online sports wagering, Illinois Lottery play, horse-race wagering and a new fantasy-contest framework. The Illinois Gaming Board currently reports 17 casinos and nearly 9,000 licensed video-gaming locations; sportsbook authorization must be checked on its live operator list. Eligible Lottery draw games, subscriptions and Fast Play can be bought online, while horse-racing ADW is separately regulated. Illinois does not license real-money online casino or online poker sites. Exact venue, operator, municipality, age, fantasy implementation and account status still require product-specific verification.

Why Illinois Video Gaming Is a Separate Market
Illinois VGTs are not simply a second name for casino slot machines. They operate through a distributed licensing and local-authorization system.

About 49,000 VGTs
IGB reports approximately 49,000 terminals at approximately 9,000 licensed locations. The count is a current statewide scale indicator, not a permanent inventory.

Distributed licensed venues
VGTs can operate at qualifying licensed retail establishments, truck stops, veterans organizations and fraternal organizations. A licensed VGT location is not an Illinois casino.

Municipalities can prohibit VGTs
A municipality or county can prohibit video gaming. Verify the current IGB municipality record and the exact venue rather than assuming statewide availability.

The gaming area is 21+
Underage patrons cannot use VGTs. Locations that admit people under 21 must maintain the required restricted gaming area and access controls.

Location, operator and terminal are separate checks
Verify the licensed establishment, terminal operator and current machine or game status. One valid layer does not prove the others.

Stop Signals Before You Switch Products or Add Money
- You are switching from a casino, VGT or sportsbook after a loss.A different Illinois product does not reset probability or previous losses.
- “Legal in Illinois” feels like “safe for me.”Regulation does not remove financial loss, randomness, account review or gambling-harm risk.
- A Lottery jackpot, fantasy prize or sportsbook promotion creates urgency.Close the app and review the complete cost, terms and active exposure first.
- You are traveling to another municipality or venue to continue VGT play.Location switching is a stop signal, not a recovery strategy.
- A sweepstakes or offshore site is being used because Illinois does not license iCasino.Lack of a regulated product is not a reason to accept weaker legal and complaint protection.
- Debt, secrecy, stress, urgency or loss chasing appears.Use a timeout or self-exclusion and call 1-800-MY-RESET or text 1-800-MY-RESET.
