Ohio Gambling Laws 2026: What Is Legal, What Is Not Authorized and Who Regulates It
Ohio gambling law is a collection of product-specific authorizations—not one blanket permission. Commercial casinos, racino VLTs, sports gaming, Lottery products, horse racing, fantasy contests, charitable gaming and skill games use separate statutes, licenses and regulator records.
Ohio has not launched regulated online casino or online poker. A pending bill, accessible app, sweepstakes AMOE, offshore license, crypto payment or prior payout does not create Ohio authorization.
Only licensed operators of the four authorized commercial casino facilities may conduct Ohio casino gaming.
Online/mobile, physical sportsbook and approved Lottery-host products use separate licenses.
These products are not governed by the casino chapter merely because money or prizes are involved.
HB 298 and SB 197 remain pending proposals, not current authorization.

What gambling is legal under Ohio law?
As of July 16, 2026, Ohio permits gambling only through specifically authorized products and operators: four licensed commercial casinos, seven Lottery VLT racinos, Type A, B and C sports gaming, Lottery games, pari-mutuel racing, licensed fantasy contests, qualifying charitable gaming and licensed skill-based amusement machines. Ohio has not launched a regulated online-casino or online-poker market. Sweepstakes and offshore sites are not Ohio gambling licenses. No regulated online casino or online poker market has launched
Current authorization remains product-specific: casinos, VLTs, sports gaming, Lottery, racing, fantasy contests and qualifying charitable or skill products.
House Bill 298
HB 298 remains in the House Finance Committee. As introduced, it would legalize and regulate internet gambling and prohibit online sweepstakes games.
Senate Bill 197
SB 197 remains in the Senate Select Committee on Gaming. As introduced, it would legalize internet gambling, internet Lottery gaming and online horse-race wagering.
Sports-account credit-card funding
The current published rule still lists credit and debit cards. A May 4, 2026 Commission proposal would remove credit cards; do not apply the proposal until an effective final rule is published.
Current-status boundary: Bill and rule status can change. Confirm HB 298, SB 197, the OCCC proposal record and Rule 3775-16-03 on the official pages before relying on a later date.

How old do you have to be to gamble in Ohio?
Casino gaming, sports gaming and VLT play use 21+ routes. Lottery-ticket purchasing, fantasy contests and pari-mutuel horse wagering use 18+ routes. Other activities require their own rule check.
Are fantasy sports legal in Ohio?
Fantasy contests are a separately licensed Ohio category. The operator must hold the appropriate license and prohibit access by individuals under age 18.
Are sweepstakes casinos legal in Ohio?
