How do West Virginia horse and greyhound racing routes work?

West Virginia has four state-recognized horse and greyhound racing venues: Hollywood Charles Town and Mountaineer for Thoroughbreds, plus Mardi Gras and Wheeling Island for greyhounds. Pari-mutuel wagering at tracks, by simulcast or through a West Virginia Racing Commission-licensed ADW starts at 18; ADW accounts require West Virginia residency. Fixed-odds racing is a separate 21+ sports-wagering channel. A venue policy, sportsbook screen or 2025 ADW report does not prove current admission or product availability.

Verify an ADW before funding it

  1. Name the exact product and legal entity. Record whether the proposed race wager is pari-mutuel ADW or a fixed-odds sports wager. An app shell, track promotion or affiliate label does not answer that.
  2. Require current West Virginia authority. Match the legal entity to a current WVRC license record or confirm it with the Commission at 304-558-2150. A 2025 reconciliation row or renewal agenda is historic/request evidence only. If current authority is not proved, stop: NOT VERIFIED — DO NOT FUND.
  3. Match eligibility to the channel. For pari-mutuel ADW, confirm West Virginia residency, age 18+, identity/principal-address checks and current account terms. Do not assume a live geofence. For fixed odds, apply the separate 21+ physical-location branch: inside West Virginia, or inside a signatory jurisdiction only when an effective Commission sports-wagering agreement and its conditions apply.
  4. Save the pre-wager record. Keep the terms/version, legal entity, deposit receipt, wager confirmation, date/time and support messages. A provider logo or screenshot without the transaction context is not current-license proof.

Protect the record and resolve a racing problem

A problem starts with the selling channel and contemporaneous evidence. Track, window and simulcast complaints follow a different path from ADW account complaints after the record is preserved.

  1. Identify the selling channel and inspect immediately. For a track/window/simulcast ticket, check track, race, amount and selection and raise a window error before leaving. For ADW, confirm the account transaction and save the receipt/support path immediately.
  2. Preserve the controlling record. Keep the original physical ticket dry and unaltered; photograph it only as a backup. For ADW, keep the account terms, deposit/wager confirmation, balance entry, date/time and support messages.
  3. Use the correct first complaint owner. For a track/window/simulcast complaint about the association’s pari-mutuel department, state the facts and request the immediate patron complaint report required by active 178CSR5; the association sends it to WVRC within 48 hours. Record who took the complaint and the date/time; keep any copy/reference actually provided. For ADW, skip the association report and submit the preserved account evidence to the licensed ADW’s support route first.
  4. Use a track office only for the track-side branch. A track/window/simulcast patron may contact the exact steward or judge below. An ADW customer continues with ADW support and uses a track office only when the selling entity actually is that association. These numbers are not box-office, race-entry, hotel or casino-service lines.
  5. Escalate the correct unresolved record to the Commission. After the applicable association or ADW first step, call the West Virginia Racing Commission main office at 304-558-2150, identify the venue/channel and ask how to submit the preserved record. The reviewed public pages do not publish a generic complaint email or universal complaint form.

How the unredeemed-ticket clock actually works

Meeting/day close, then transfer

If a ticket remains unclaimed for 90 days after the close of the relevant horse or dog meeting, or the televised racing day, the licensee transfers the unredeemed money to the Commission within 15 days.

Commission notice, then presentation

The Commission publishes notice within 15 days after receiving the money. The ticket holder then has 90 days from that publication to present the ticket at the Commission’s principal office; after that, it is irredeemable.

Action: Do not wait for either stage or infer a deadline from the race date. Preserve the original ticket and ask the selling track and Commission which meeting/day/notice applies.
