1 · Licensed facility
The four racetrack casinos and the single historic-resort facility anchor casino, sports and iGaming relationships. The property/facility layer does not by itself name every live consumer product.

2 · MSP license row
The July 15, 2026 official PDFs show 12 iGaming and 10 sports MSP rows. A row proves an approved license relationship and dates—not a live app, current brand or product count.

3 · Consumer brand and live product
A visitor-facing brand needs current product-level evidence tied to the licensed chain. An ad, old SERP snippet, supplier record or maximum skin allowance is not enough.

4 · Personal eligibility
Age, physical location, identity, account, self-exclusion, property access and product terms still control the individual transaction after the product is authorized.
Why Limited Video Lottery is its own market
LVL is a distributed adult-premises system with its own law, operator/retailer layers and terminal controls. Do not merge it with racetrack video lottery or online casino gaming.
9,000 is a cap
The statute allows no more than 9,000 LVL terminals statewide. It does not report how many are installed or active today.
Approved adult premises
Play belongs inside the licensed restricted-access area of an approved retailer; under-21 and visibly intoxicated play is barred.
Seven is the default retailer limit
A retailer is ordinarily limited to seven terminals. Up to ten requires Commission authorization under the statutory exception; do not describe ten as universal.
Payment-area restrictions matter
The retailer duties include restrictions on ATM, credit and debit access in the playing area. Do not transfer this wording to casino floors or iGaming accounts.
Four checks before you use a West Virginia gambling route

Check the age for the product
Casino gaming, LVL, sports wagering and interactive wagering are 21+. Retail Lottery, iPLAY and pari-mutuel/ADW wagering begin at 18. A racetrack property can contain both an 18+ racing lane and a 21+ casino floor, so venue admission is not the answer.
Separate physical location from residency
Sports wagering and iGaming generally require the wager to originate while the person is physically in West Virginia; they do not impose a general West Virginia-residency rule. iPLAY purchases also use in-state location. ADW is the exception here: its account holder must be 18+ and a West Virginia resident.
Keep the current tax record
