West Virginia Lottery iPLAY
The state-operated account can sell the seven eligible draw games and Digital iNSTANTS. It requires an individual verified account, U.S. residency and physical presence inside West Virginia for each deposit and purchase. Only WVL system data that passes all security tests controls; the user-visible Transaction History is convenience-only and is not an official record.
Authorized Lottery retailer
A licensed physical location sells retail tickets. The original ticket controls the claim. A retailer is not an iPLAY account, and a playslip does not replace the ticket.
Private ticket-ordering or courier service
A private service can present state tickets or order handling in its own product. It is not the West Virginia Lottery, and this guide does not verify, rank, link to or recommend one. Read custody, fee and claim terms directly before acting.
Scanner or results service
A scanner or result display may help identify a possible win, but it does not become the original ticket or security-tested WVL system data. Verify through the controlling Lottery record before discarding, mailing or claiming anything.

One regulator does not make one product
Traditional draw games, physical Scratch-Offs and iPLAY Digital iNSTANTS belong here. Limited Video Lottery, private iGaming and sports wagering use separate statutes, ages, records and owners even though the West Virginia Lottery regulates them.
Physical presence is not West Virginia residency
An eligible U.S. resident may register without being a West Virginia resident, but each iPLAY deposit and purchase must occur while physically inside West Virginia. Account verification and location are separate checks.
An adult gift ticket is not minor participation
An adult may lawfully buy a retail ticket as a gift for a minor. If the minor is the lawful prize recipient, §29-22-15 lets the Director handle a prize under $5,000 by delivering a check or draft payable to the minor to an adult family member or legal guardian. For $5,000 or more, the Director may deposit the prize in a bank to the credit of an adult family member or legal guardian acting as guardian for the minor; that named guardian must qualify under Chapter 44, Article 10. This does not permit a minor purchase, iPLAY account or use of another person's account.
Withholding, offsets and disclosure are not the final outcome
A current withholding amount is not final tax liability. A qualifying support-debt offset or lawful disclosure can also affect a claim. This guide does not calculate a personal return, offset or net payout.
