WEST VIRGINIA AGE RULES

West Virginia Gambling Age:What You Can Do at 18 and 21

Use the exact activity and area—not the word “gambling”—to find the current minimum age and the next access check.

DIRECT ANSWER

What is the legal gambling age in West Virginia?

West Virginia does not use one universal gambling age. Casino gaming areas, Limited Video Lottery, regulated online casino or poker play, and sports wagering are 21+. Retail Lottery and iPLAY, pari-mutuel racing or a qualifying ADW account, and bingo play begin at 18. A racetrack may contain both an 18+ racing lane and a separate 21+ casino or sportsbook area. Age alone does not prove authorization, account approval, accepted ID or property access.

Start with your age band

Then use the matrix for the exact product. DFS, sweepstakes and raffle questions do not fit a universal numbered band.

Premium closed access boundary with a West Virginia outline

UNDER 18

Do not use an 18+/21+ product or account

You may not buy a WV Lottery ticket, use iPLAY, place a race or sports wager, play bingo, use casino/LVL/iGaming products or enter a 21+ gaming area.

Narrow exceptions: an adult may gift a retail Lottery ticket; you may attend bingo with an adult relative or legal guardian; state guidance permits under-18 raffle participation. Those exceptions do not permit retail Lottery purchase, iPLAY/account use or bingo play; raffle participation remains subject to the separate raffle-source and organizer/event boundaries below.

Premium qualified 18-to-20 access route toward Lottery and racing lanes

18–20

Use only the qualified 18+ lane

You may buy retail Lottery tickets, use iPLAY only as a U.S. resident after individual-account verification and while physically in West Virginia for deposit/purchase, place an on-track pari-mutuel wager, open a qualifying ADW account as a West Virginia resident, and play bingo.

Still 21+: casino gaming areas, racetrack or limited VLTs, online casino/poker, retail/mobile sports wagering and fixed-odds racing.

Premium identity, location and own-account verification gateway

21+

The age floor may be met; access is not proved

You meet the state minimum-age floor for the listed 21+ lanes, but the exact product must still be authorized and you must pass any ID, location, residency, account, exclusion, venue-area and property-policy checks.

Never share access: do not let another person use your account, identity or wager.

A private term is not statewide law.S13

WORKED ACCESS CHECK

One racetrack, two age lanes

Scenario: a 19-year-old visits a West Virginia racetrack that also has a 21+ casino gaming area.

  1. Premium West Virginia race-side pari-mutuel route

    Race-side pari-mutuel wager

Age floor met at 18. The exact licensed race-side route and venue controls still apply.

  2. Premium West Virginia ADW residency and account verification composition

    ADW pari-mutuel account

Age floor may be met. The person must also be a West Virginia resident, open and verify their own account, and place their own wagers.

  3. Premium restricted casino, VLT and sportsbook access boundary

Casino, racetrack VLT or sportsbook area

Not eligible at 19. Entry/remain access and play in the designated gaming area are 21+.

  4. Premium split between pari-mutuel and conditional fixed-odds lanes

    Fixed-odds racing, if offered

Not eligible at 19. Fixed odds belongs to the 21+ sports-wagering lane, not the 18+ pari-mutuel lane.

Boundary: this scenario resolves product/area age only. It does not guarantee property admission, a live product, accepted ID, account approval or a lawful wager.

STOP BEFORE YOU INFER

Four limits an age number cannot answer

1 · Old enough does not mean authorized

A threshold does not prove that a site, app, terminal, contest, raffle, property or product is currently lawful, licensed or offered in West Virginia.

2 · An area rule is not a whole-property rule

A racetrack, resort, bar or club can contain a restricted gaming area and other spaces. Verify the exact entrance and property policy; do not generalize either direction.

3 · A birthday does not complete verification

ID acceptance, identity checks, West Virginia location or residency, account ownership, guest eligibility, exclusion status and intoxication controls may independently stop access.

4 · Private terms are not statewide law

A DFS or sweepstakes operator’s age term can be stricter, change or describe a different product. It does not settle statutory classification or prove authorization.

COMMON AGE QUESTIONS

West Virginia gambling age FAQ

Do I have to live in West Virginia to use an online gambling product?

Residency gates differ by product. A qualifying ADW account holder must be a West Virginia resident and at least 18. iPLAY begins at 18 but requires U.S. residency, one verified individual account and physical West Virginia location at deposit or purchase. Regulated online casino/poker and sports wagering begin at 21 and normally require physical West Virginia location for wagering. A Commission agreement can permit wagering from a covered state or jurisdiction only through the patron’s own account on a Commission-approved platform or device, only when every other agreement requirement is satisfied and only when acceptance does not conflict with federal law. Age and location do not guarantee account approval.

Can an 18-year-old enter a West Virginia casino or racetrack?

An 18-year-old may meet the age floor for a lawful race-side pari-mutuel wager, but cannot enter or remain in a 21+ designated casino gaming area or use its VLT/table/sportsbook products. A property can contain both lanes. The statutes do not by themselves guarantee general property admission.

How old must I be for West Virginia sports betting?

You must be at least 21 to place a retail or mobile sports wager. The statute does not create an 18+ exception based on alcohol licensing. Identity, own-account, location and current authorization checks still apply.

Are WV online casino and iPLAY the same age?

No. Regulated interactive casino or poker wagering is 21+. WV Lottery iPLAY is a separate online Lottery product beginning at 18, subject to U.S. residency, one verified individual account, identity checks and physical West Virginia location at deposit or purchase.

Can a minor receive a West Virginia Lottery ticket or prize?

A person 18 or older may buy a retail ticket as a gift for a minor, and §29-22-15 provides adult-mediated mechanisms for paying a minor’s prize. That does not let the minor buy a ticket, open/use iPLAY or bypass a claim requirement.

Can someone under 18 attend bingo or enter a raffle?

An under-18 person may attend bingo with an adult relative or legal guardian but may not play. State Tax Division guidance says under-18 persons may participate in raffles; exact organizer/event rules may be stricter. The narrow junior-firefighter exception concerns supervised assistance, not bingo play. Separate Article 47-23 pull-tabs do not inherit this raffle answer.

Is race betting 18+ or 21+ in West Virginia?

Pari-mutuel wagering at the track begins at 18, and an ADW account holder must be a West Virginia resident at least 18. Fixed-odds horse or dog wagering belongs to the sports-wagering lane and is 21+ if offered. A live fixed-odds product is not proved by the age statute.

What is the West Virginia age for DFS or sweepstakes casinos?

For DFS, no settled statewide number appears in the checked authority: it is excluded from sports wagering, but the Legislature did not define it and the Attorney General identified unresolved ambiguity. For sweepstakes/social casinos, S13 does not establish eligibility; exact model, applicable law, authorization and private terms require separate classification. A private age term is not statewide law.
