What is the legal gambling age in West Virginia?
West Virginia does not use one universal gambling age. Casino gaming areas, Limited Video Lottery, regulated online casino or poker play, and sports wagering are 21+. Retail Lottery and iPLAY, pari-mutuel racing or a qualifying ADW account, and bingo play begin at 18. A racetrack may contain both an 18+ racing lane and a separate 21+ casino or sportsbook area. Age alone does not prove authorization, account approval, accepted ID or property access.

You may not buy a WV Lottery ticket, use iPLAY, place a race or sports wager, play bingo, use casino/LVL/iGaming products or enter a 21+ gaming area.
Narrow exceptions: an adult may gift a retail Lottery ticket; you may attend bingo with an adult relative or legal guardian; state guidance permits under-18 raffle participation. Those exceptions do not permit retail Lottery purchase, iPLAY/account use or bingo play; raffle participation remains subject to the separate raffle-source and organizer/event boundaries below.

You may buy retail Lottery tickets, use iPLAY only as a U.S. resident after individual-account verification and while physically in West Virginia for deposit/purchase, place an on-track pari-mutuel wager, open a qualifying ADW account as a West Virginia resident, and play bingo.

1 · Old enough does not mean authorized
A threshold does not prove that a site, app, terminal, contest, raffle, property or product is currently lawful, licensed or offered in West Virginia.

Do I have to live in West Virginia to use an online gambling product?
Residency gates differ by product. A qualifying ADW account holder must be a West Virginia resident and at least 18. iPLAY begins at 18 but requires U.S. residency, one verified individual account and physical West Virginia location at deposit or purchase. Regulated online casino/poker and sports wagering begin at 21 and normally require physical West Virginia location for wagering. A Commission agreement can permit wagering from a covered state or jurisdiction only through the patron’s own account on a Commission-approved platform or device, only when every other agreement requirement is satisfied and only when acceptance does not conflict with federal law. Age and location do not guarantee account approval.
Can an 18-year-old enter a West Virginia casino or racetrack?
An 18-year-old may meet the age floor for a lawful race-side pari-mutuel wager, but cannot enter or remain in a 21+ designated casino gaming area or use its VLT/table/sportsbook products. A property can contain both lanes. The statutes do not by themselves guarantee general property admission.
How old must I be for West Virginia sports betting?
You must be at least 21 to place a retail or mobile sports wager. The statute does not create an 18+ exception based on alcohol licensing. Identity, own-account, location and current authorization checks still apply.
Are WV online casino and iPLAY the same age?
No. Regulated interactive casino or poker wagering is 21+. WV Lottery iPLAY is a separate online Lottery product beginning at 18, subject to U.S. residency, one verified individual account, identity checks and physical West Virginia location at deposit or purchase.
Can a minor receive a West Virginia Lottery ticket or prize?
A person 18 or older may buy a retail ticket as a gift for a minor, and §29-22-15 provides adult-mediated mechanisms for paying a minor’s prize. That does not let the minor buy a ticket, open/use iPLAY or bypass a claim requirement.
Can someone under 18 attend bingo or enter a raffle?
An under-18 person may attend bingo with an adult relative or legal guardian but may not play. State Tax Division guidance says under-18 persons may participate in raffles; exact organizer/event rules may be stricter. The narrow junior-firefighter exception concerns supervised assistance, not bingo play. Separate Article 47-23 pull-tabs do not inherit this raffle answer.
Is race betting 18+ or 21+ in West Virginia?
Pari-mutuel wagering at the track begins at 18, and an ADW account holder must be a West Virginia resident at least 18. Fixed-odds horse or dog wagering belongs to the sports-wagering lane and is 21+ if offered. A live fixed-odds product is not proved by the age statute.
What is the West Virginia age for DFS or sweepstakes casinos?
