Article 22E permits no more than five licensed gaming facilities to hold operator licenses. This is legal capacity, not a statement that five operators or 15 brands are live.
15 theoretical branded sites/apps maximum
Active Rule §20.1 allows no more than three individually branded websites/apps per operator. Five multiplied by three equals 15 only as a ceiling; the Lottery does not publish it as a live-brand count.

The interim Boyd IGP015 row expires 2026-12-11 and the interim Hillside/bet365 IGP014 row expires 2026-10-18; both remain license records without current consumer-casino proof in this snapshot. Those dates and results are not inactive, illegal, pending or launch findings.
A first-party page is not the regulator
A current product page proves its own consumer route on the checked date. It does not prove its IGP number, complete host chain, approval of every game, stable terms or future availability. Pair it with the official record.
Facility relationships require direct proof
Current reviewed evidence does not establish an exact iGaming facility chain for Fanatics or a brand-by-brand current facility chain for all three Caesars surfaces. Those relationships cannot be inferred from old terms or retail sportsbook partnerships.
Names and products do not multiply the count
Ember replaced Betly for current consumer wording, so Betly is not an extra brand. BetRivers Poker is a current product under BetRivers, not another casino brand. Combined sportsbook/casino wording does not merge legal lanes.
